The Q3 report tracks the first year of Rural Health Transformation funding through September. We’ve traced $4.35 billion in awards and notices of intent to award to specific grantees—43.5% of the $10 billion CMS obligated for Year 1—and broken it down by state, month, topic and award size. It also covers federal outlays to states ($212 million so far), what the first state annual reports show, where each state stands on the eight policy commitments used in CMS scoring, and which states have already posted Year 2 solicitations.

Also: don’t sleep on the free Rural Health Transformation Program State-by-State Reference Guide, a 50-State index with a profile for every state’s Rural Health Transformation Program. Each one gives the exact CMS award, who runs the program as well as advisory committes, key focus, how the state defines rural, and a dated log of every posting linked to the source document. It’s checked nightly, reviewed weekly, and built on the most complete RHTP awards database there is.

We walked the September 2 Advisory Committee deck in the September 23 issue, including CMS’s line that “States should hear from CMS mid-October in advance of formal NOA 10/31.” Tomorrow’s half hour lands inside that window.

The October newsletter replaced August on the Grow Rural Health page overnight. We covered the GROW regional awards, nearly 200 subrecipients and $112.4 million, on September 4. The news here is the other 11 statewide initiatives. Here’s the copy-paste:

  • Initiative 3: Enhanced Interoperability — Two vendor contracts executed, beginning work. Provider Readiness Assessment completed and under review

  • Initiative 4: Pediatric & OB Readiness — Executed grant agreement with Indiana University School of Medicine

  • Initiative 5: Cardiometabolic Standards — 10 Cardiovascular-Kidney-Metabolic (CKM) Centers of Excellence have been identified across all eight regions. Food is Medicine vendor has been selected

  • Initiative 6: Meds-to-Beds — 20 hospitals awarded funding for Budget Period One

  • Initiatives 7 & 8: Telehealth & Teleconsult — Landscape Assessment in progress. Telemedicine Pilot Grants contract negotiation in progress

  • Initiative 9: Growing Paraprofessional Workforce — Awarded partner to implement Rural Healthcare Academies. Onboarding 3 organizations for Community Health Worker Sustainability and Integration Activities

  • Initiative 11: Growing Behavioral Health Workforce — Rural Provider Recruitment, Retention and Capacity Project vendors selected

One counterparty is named, Indiana University School of Medicine. The two HIE vendors, the Food is Medicine vendor, the Academies partner, the recruitment vendors and the 20 hospitals are not.

The newsletter also says the strategy “directs 92% of the funding to about 230 Indiana organizations,” against a $206,927,896.80 award. Telehealth is the one initiative still visibly in motion: pilot grants in negotiation, landscape assessment not done.
