Note: Two days to the October 30 obligation deadline, and the states are asking grantees to account for what they spent while the annual reports show where the first dollars went. RHTP Verified Intelligence tracks every management contract those reports name, state by state.

OHA posted the October 19 deck and the recording. The rules, from the slides:
Submit by EOD Friday November 6, 2026.
There is one expenditure report per project. If your agreement has more than one project, you will receive more than one report.
Review for completeness: this is your only opportunity to report expenditures in the period of January 1, 2026 to October 30, 2026.
This reporting applies to awardees that receive disbursements, not those that invoice for incurred costs.
Reports go out by email from Smartsheet, and you upload the workbook OHA sends you. Costs above the approved budget lines need OHA prior approval. Presenters were Claire Schulz, RHTP Project Manager; Shelly Huber, RHTP Grant Budget Compliance Lead; and Yudi Liu, RHTP Chief of Staff. Questions go to rhtp@oha.oregon.gov.
The reporting period ends on October 30, the federal obligation deadline. A grantee that misses spending in this report has no later report to put it in.
