This project is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as part of a financial assistance award totaling $188,892,439.75 with 100 percent funded by CMS/HHS. The contents are those of the author(s) and do not necessarily represent the official views of, nor an endorsement, by CMS/HHS, or the U.S. Government.

We covered the $45 million allocation to JABSOM to administer HOME RUN when CMS announced it. The page’s menu now lists Teen Health Camp, Rural Rotations, Telepsych and the Hawai’i Health Workforce Summit alongside Home Run itself.

California replaces its CalRHT Subrecipient Agreement template and drops the negotiated track

HCAI posted version 1.2, dated October 5, beside the July 30 version 1.0, which now carries the label “CalRHT Subrecipient Agreement template – superseded.” I diffed the two. It’s 50 pages then, 51 now.

The Simple Track / Complex Track split is gone. Version 1.0 let Complex Track subrecipients carry “Negotiated Commercial Terms” in Attachment H. Version 1.2:

Sections 1 through 48 and Attachments D through H apply as written and are not subject to negotiation.

Attachment H is now just the insurance schedule and “any administrative commercial terms approved in writing by HCAI.” The other changes:

  • Drawdown is the default disbursement method, alongside reimbursement, working-capital advance and fixed-amount payment (”CMS prior approval; Subaward not over $500,000”)

  • A new Stage structure in Attachment B attaches a Stage Amount to each period of work and its completion evidence. Fixed-amount awards are paid Stage by Stage on certified completion.

  • The Tribal and Multi-Entity Rider is now a Tribal Rider only, with a new definition of Tribal Subrecipient

  • The Authorized Organizational Representative is now the Authorized Signatory

If you were negotiating commercial terms off version 1.0, that option is gone from the template.
