California — AB109: The Budget Act of 2026, authored by Assemblymember Jesse Gabriel, appropriates $11,396,000 to a dedicated "Rural Health Transformation" line (Schedule 2 of Item 4140-001-0890, payable from the Federal Trust Fund) within the Department of Health Care Access and Information, and authorizes the Department to execute grants and contracts pursuant to the federal Rural Health Transformation Program through June 30, 2028 — passed both chambers and was enrolled and presented to Governor Gavin Newsom at 11 p.m. on June 15, 2026 (Assembly concurrence 60–19; Senate 28–9). Now at the Governor for action.
Delaware — HB305: Creates the Delaware Diabetes Wellness Pilot Program within the Department of Health and Social Services, a three-year observational study pairing a Delaware health system with a technology partner to test, measure, manage, and incentivize diabetic patients and their providers to improve outcomes and lower costs, with the program explicitly funded through the Federal Rural Health Transformation Program (the synopsis names the program as the funding source and waives the fiscal note on that basis) — passed the House of Representatives on June 16, 2026 by a vote of 39 to 0 with 2 absent, House Amendment 1 adopted by voice vote the same day, and was assigned to the Senate Health & Social Services Committee on June 16, 2026. Currently awaiting consideration in the Senate Health & Social Services Committee.
