Legislation Watch: Delaware legislates two RHT programs

  • Delaware — HB305: Creates the Delaware Diabetes Wellness Pilot Program within the Department of Health and Social Services, a three-year observational study pairing a Delaware health system with a technology partner to test, measure, and incentivize diabetic “well care” over reactive “sick care,” with the bill’s text stating the pilot is to be federally funded through the Rural Health Transformation Program — passed the House 39 to 0 on June 16, 2026 and assigned the same day to the Senate Health & Social Services Committee, where it awaits consideration.

  • Delaware — HJR13: Directs the Department of Labor, with the Department of Education and the Department of Health and Social Services, to study creating a Delaware Healthcare Apprenticeship Degree Program that places aspiring clinicians in paid clinical positions while they credential, and requires the study to consider how the program could be funded through Delaware’s Rural Health Transformation Program award and run in coordination with the competitive awards the Department of Health and Social Services makes under that program, with findings due to the Governor and the General Assembly by May 1, 2027 — introduced and assigned to the House Administration Committee on June 16, 2026.
