Rhode Island‘s hospital association seeks a Finance Manager for the Rural Health Transformation Program

File this under “signals”. The Rhode Island Health Care Association posted RIHCA-RHTP-RFP-001, issued September 30:

RIHCA is seeking proposals from qualified vendors to provide Finance Manager services to support the financial, fiscal and administrative requirements of the Rural Health Transformation Program (RHTP)

The terms are $85 an hour with a not-to-exceed of $67,500, funded through June 30, 2027, with a one-year renewal option. Scope covers budget tracking, financial reporting and compliance oversight for RHTP plus “other programmatic efforts within RIHCA.” Scoring is experience 50%, organizational capacity 30%, qualifications 20%.

Texas names all 68 Make Rural Texans Healthy Again award recipients

On Monday we covered some of the awardees in the contect of the Texas Annual Report.

HHSC’s open records office, answering our request September 30:

Please note that only Initiative 1 awards have been announced ... but are not funded or contracted and thus, still considered in the procurement period.

The awards for the other 3 RTS Initiatives (1.2, 4 & 6) are still pending/have not been decided. ... RHTP webpage will have revised dates posted in the next few weeks.

The annual report counted 33 of these as obligated as of July 31. The timeline table HHSC rebuilt overnight still shows Initiative 1 Part 2 and both Initiative 4 rounds at a September 30 Notice of Award; by HHSC’s own account those dates are about to move. Part 1 evaluation records should come “in the next 1-2 months as the Initiatives fully close (est. November).”

Upshot: complicated things are complicated. But we’re working in the trenches to uncover and deliver accurate data as fast as possible
