New Hampshire’s GO-NORTH program releases its first RFP: Evaluation Services for Rural Health Transformation Grant
The Governor’s Office of New Opportunities and Rural Transformational Health (GO-NORTH) is seeking a qualified vendor to provide evaluation services for New Hampshire’s Rural Health Transformation Program (RHTP). GO-NORTH leads this statewide effort to improve rural health care by expanding access, improving quality, strengthening the workforce, modernizing technology, and supporting long-term financial sustainability. The RHTP includes five initiatives carried out with contracted hub organizations across the areas outlined above. Because of the program’s size and complexity, GO-NORTH is seeking an external evaluation service to provide objective oversight and clear reporting.

Primary RHT Legislative Actions
Alaska’s joint resolution dedicated to the RHTP, while Oklahoma’s HB4040 clears the House.
Alaska HJR32: A joint resolution explicitly titled “Rural Health Transformation Program” — the first Alaska bill directly addressing the RHTP as its primary subject rather than as a line item in a broader vehicle. The resolution passed the House 40–0 on third reading and has been reported out of the House Health and Social Services Committee, awaiting transmittal to the Senate. Alaska Beacon
Alaska’s $272 million annual RHTP award — $1.36 billion over five years, the highest per-capita allocation in the nation — requires multiple legislative actions to maintain the full federal commitment, including interstate licensure compacts and scope-of-practice expansions due by December 31, 2027. HJR32 adds to a growing Alaska RHTP legislative portfolio that already includes the operating budget (HB263), the signed supplemental (HB289), and the licensure compact bills (SB 281/HB 352) introduced in April. HJR32 passed the House unanimously and awaits Senate transmittal.
Oklahoma HB4040: The Oklahoma Rural Health Transformation Act has passed the House and received its first reading in the Senate. The bill creates the statutory framework for Oklahoma’s RHTP implementation within the State Department of Health, complementing HB3066 (the workforce-specific Revolving Fund still in Senate Appropriations). HB4040 has passed one chamber and is now in the Senate for first reading.
Appropriation & Budgetary Links
Kentucky’s budget is delivered to the Secretary of State after the veto override session, Alaska’s operating budget is engrossed, and Rhode Island’s coverage bill stalls.
Kentucky HB500: The $32 billion biennial budget has been delivered to the Secretary of State — the final step making it law. Governor Beshear issued line-item vetoes and a 21-page veto message, but the Republican supermajority returned April 14–15 and overrode the vetoes as expected.
