Legislation Watch: CA, IL, and the Blue RHT Pattern

  • California — AB109: The Budget Act of 2026, the state’s annual appropriations vehicle for the support of California government (lead author Assemblymember Jesse Gabriel), through which the state’s Rural Health Transformation Program funding flows — passed by the Legislature on the June 15, 2026 constitutional deadline, then enrolled and presented to Governor Gavin Newsom at 11 p.m. that night after the Assembly concurred in Senate amendments 60 to 19; awaiting the Governor’s action.   • Illinois — HB0111: The $55.9 billion Fiscal Year 2027 budget (Senate Floor Amendment No. 3 making appropriations and reappropriations for State operating and capital expenditures), carrying the state’s Rural Health Transformation Program appropriation — signed by Governor JB Pritzker on June 16, 2026, after passing both houses on June 1, 2026 with the House concurring 76 to 39 and transmittal to the Governor on June 10, 2026. The Illinois General Assembly action history had not yet posted the signature as of this writing. ABC7 Chicago, June 16, 2026

Both moves fit the blue-state pattern: two Democratic trifectas absorbing their rural award inside a budget rather than passing a dedicated Rural Health Transformation bill — a step almost no Democratic-led state has taken.

Colorado adds RFA Applicant Guidance

The Request for Application (RFA) portal is anticipated to open on Thursday, June 18, 2026. To help prospective applicants complete the RFA, we have launched a new RFA Applicant Guidance Section on the RHTP website. This section includes application templates, eligibility guidance, grant guidance, and sample activities.

Recordings of our previously held webinars on RFA-related topics are also available. These materials are intended to help applicants better understand program and RFA requirements.
