Michigan passes budget with Rural Health Transformation Program appropriation
Michigan — Senate Bill 878 (Public Act 21 of 2026, the Fiscal Year 2026-2027 Department of Health and Human Services omnibus, sponsored by Senator Sarah Anthony): the roughly $30.7 billion Health and Human Services budget carries the state's Rural Health Transformation Program appropriation as line item 78 — the enacted conference report set it at $173.2 million in federal funds after concurring with a House reduction of $76.8 million from a $250 million base to align the appropriation with Michigan's actual CMS grant award, transferring 2.0 positions and designating the federal grant as a separate fund source — signed by Governor Gretchen Whitmer on July 21, 2026 and given immediate effect as Public Act 21 of 2026.
Oklahoma spells out how schools will bill Medicaid under Project 695
The Oklahoma State Department of Education (OSDE) is offering the PRIMS Project 695 grant to eligible PK–12 districts to fund new health/mental health professional positions capable of billing for Medicaid services. Eligible roles include, but are not limited to:
School nurses
Licensed counselors
Physical therapists
Occupational therapists
Speech‑language pathologists
Selected districts may receive funding for up to 90% of the salary and benefits for this position. Funding is contingent upon the employee being properly credentialed and able to bill for Medicaid services in the school setting.
Nurses and counselors have not previously been able to bill Medicaid, but that will change this school year. OSDE is implementing EdPlan Health—the platform schools will use for billing.
