Virginia reissues the Provider Interoperability & Provider Productivity FAQ Responses at 40 questions, only the applicant needs SAM.gov
The Virginia Health Care Foundation swapped the FAQ file on September 2 and added one line to the rural health page:

Here’s what those two say:
Must lower-tier subrecipients and vendors that an applicant plans to engage under its proposed project be registered in SAM.gov? No. Only the applicant must be registered in SAM.gov.
If an association or convening entity applies on behalf of multiple participating organizations, must all participating organizations be registered in SAM.gov, or does the requirement apply only to the applicant? No. Only the applicant must be registered in SAM.gov.
Both answers add that a funded applicant has to verify suspension and debarment status for every subcontractor. We covered the August 26 edition on Tuesday. What changed: the count dropped from 49 questions to 40. The nine that came out were the Provider Interoperability-only answers — CEHRT, hardware and cabling, satellite broadband, the cybersecurity baseline — since that fund closed August 31. Everything else renumbered. The SAM.gov answers themselves are not new; they were #7 and #31 last week. Technology vendors still have two doors, in the state’s words:
Technology vendors may either apply as a convening entity on behalf of multiple rural health care providers or may be a named partner on another applicant’s proposal.
Provider Productivity is the last VHCF fund open, $7 million to $9 million, due September 14 at 5:00 p.m. Eastern. The RFA, budget template, and checklist are unchanged on the page.
