Vermont closes out Year 1 on its RHT Program RFPs/NOFOs page with no dates set for Year 2

Missouri adds a ToRCH Care alignment test to IFB #DSS26015, the nearly $40 million Smart Growth and Service Line Modification solicitation

One clause changed on the state’s rural health page yesterday. It used to read “Project should align with one of the following priority service lines.” It now reads:

Project should align with ToRCH Care priorities and one of the following priority service lines:

The three service lines are unchanged — maternal health, behavioral health, and diagnostics and outpatient care. What is new is that a project now has to clear two tests instead of one, and the ToRCH Care priorities are set by the 27 Community Hub Areas and their Hub Anchors, not by the applicant.

Everything else holds: nearly $40 million spanning Program Years 1 and 2, individual awards up to $5 million, final funding amount pending CMS budget approval. The bid close date is still not printed on the DSS page, which is where it was when we flagged it on July 30. It lives on the DSS26015 listing on MissouriBUYS.
