Colorado explainer

Legislation Watch in MI and MO
Two state appropriations vehicles where Rural Health Transformation Program dollars are riding through omnibus or department budgets rather than dedicated RHTP enabling legislation.
Michigan HB5619: Rep. Ann Bollin’s (R-Brighton) FY 2026-27 omnibus appropriations bill — the single vehicle carrying state funding for every department, including the Michigan Department of Health and Human Services. The bill explicitly assumes $250 million in federal Rural Health Transformation Program funds inside the MDHHS budget and includes language encouraging timely allocation of those dollars once CMS approves Michigan’s plan. The $250 million figure is an early budget assumption — Michigan’s actual FY 2026 RHTP award from CMS is $173,128,201, the equally-distributed half of the program before the competitive workload-based allocation is layered on top. Michigan Department of Health and Human Services
HB5619 passed the Michigan House on April 22, 2026, and now moves to the Senate, where it is referred to the Committee of the Whole. Reconciliation between the chambers is expected before the start of the new fiscal year.
Missouri HB2011: The FY 2027 Department of Social Services appropriations bill — the vehicle through which Missouri’s $216 million annual RHTP award will be appropriated at the state level. Missouri received its RHTP award in late December 2025 and submitted its plan to CMS in February; once CMS approves the budget, the state still requires legislative appropriation before any federal RHTP dollars can be drawn down or subgranted. Missouri lawmakers had already put $15 million in state funds into a rural health transformation line item during the 2023 session and made it ongoing, though only about $8 million had been used by the end of FY 2025 — meaning HB2011 is layering federal RHTP authority on top of an underutilized state-funded predecessor program. HB2011 has cleared the House and is now in Senate Message status, one of the operating budget bills moving through the Senate ahead of the constitutional appropriations deadline.
