Primary RHT Legislative Actions
Alaska HJR32: A legislative intent resolution on RHTP oversight that has now passed one chamber. The House introduced HJR32 to provide intent for the Legislature’s role and oversight of RHTP, covering topics such as maximizing investment in health care access for all residents, expansion of telehealth infrastructure, and workforce development. The committee substitute version (CSHJR 32(HSS)) has cleared the House and is now awaiting Senate action — making it the first Alaska RHTP-specific measure to pass a chamber.
Oklahoma HB3066: A workforce-focused fund creation bill establishing the Rural Health Transformation Revolving Fund for the Health Care Workforce Training Commission. The bill would set up a revolving fund to allow the Healthcare Workforce Training Commission to receive funding through the new Rural Health Transformation Program. Healthymindspolicy
Oklahoma received $223.5 million for 2026, with the Health Care Workforce Training Commission designated as a lead agency for certain RHTP initiatives. Oklahoma.gov
The bill has passed one chamber and has now received its First Reading in the Senate, moving it to the next stage.
South Dakota SB89: State Health Secretary Melissa Magstadt said the time to act is now because of the millions of dollars made available by the Rural Health Transformation Fund. KELO-AM
SB89 establishes an Emergency Medical Services Funding Task Force to examine how counties and municipalities can sustain ambulance services amid rising costs, workforce shortages and declining volunteerism. KOTA
South Dakota’s RHTP plan includes an “Enhancing Sustainable EMS” initiative as one of its core components, supporting sustainability, recruitment, modernization, and long-term viability of rural EMS. South Dakota Department of Health
The task force is directly upstream of how South Dakota deploys its $189.4 million RHTP award for EMS.
Appropriation & Budgetary Links
Alaska HB289: Alaska’s supplemental appropriations bill — the primary vehicle for the state’s $272 million RHTP award — has passed one chamber and is now awaiting transmittal to the Governor. Final signature would unlock the funds for deployment.
Missouri HB2014: Missouri’s FY2026 supplemental spending bill has been signed and delivered to the Secretary of State. The bill includes $100 million of the $216 million Missouri received for the Rural Health Transformation Program Missouri Independent — the first tranche of Missouri’s RHTP award cleared for expenditure, with the remaining $116 million still pending through the FY2027 budget process in HB2011. Missouri has also named Joe Miller to lead a new DSS Rural Health Transformation Office, signaling the state is moving into active implementation. Mohospitals
Missouri HB2011: Missouri’s FY2027 DSS appropriations bill — the vehicle for the remaining RHTP funds — continues to advance with 14 House amendments perfected. The bill is tracking toward a floor vote as the session moves into its final weeks.
