On June 4, 2026, the Emerging Technology Committee (ETC) officially launched its mission to modernize the rural healthcare landscape in Kansas. Facilitated by the Kansas Health Institute (KHI), this inaugural session focused on defining the committee’s charter and exploring the vast potential—and challenges—of integrating AI and consumer-facing technologies into rural practice.
The Mission: Empowering Rural Providers
The ETC was established to address a critical gap: rural providers often lack the specialized resources to independently vet and implement new technology. Acting as an expert intermediary, the committee will:
Evaluate AI solutions in clinical documentation, predictive analytics, and operational automation.
Recommend consumer-facing technologies for specific rural patient populations.
Guide vendor selection and RFP development for the broader Rural Health Transformation Program (RHTP).
Vision 2031: A Digital Future for Kansas
The committee’s work is part of a larger five-year initiative. By 2031, the RHTP aims to achieve:
Universal Remote Patient Monitoring for acute and chronic disease management.
Seamless Telehealth Access to specialists for all rural Kansans.
Secure AI Adoption to improve both clinical care and operational efficiency across all rural providers.
Member Insights: The “Compass Points” Discussion
During a “Compass Points” exercise, committee members shared their outlook on the technological shift:
What Excites: The potential for technology to keep care local, reducing the need for patients to travel long distances, and the use of ambient AI listening to solve clinician burnout and documentation burdens.
What Concerns: Long-term financial sustainability after the federal grant period ends, the high cost of integrating new tools with legacy Electronic Health Record (EHR) systems, and the viability of newly founded AI startups.
Immediate Funding & Priorities
The state’s technology funding landscape is already moving quickly:
~$6 Million (Year 1): Allocated for rural facilities using Oracle systems to acquire ambient AI listening technology.
~$10–11 Million (Year 1): Expected for a separate Emerging Technology Grant Program, with applications set to be released imminently by the KDHE.
Next Steps
The committee is currently refining its charter based on member feedback, which emphasized the need for direct-care provider representation and strict adherence to CMS guidelines.
