Legislation Watch: California’s HCAI gets more power
California — AB111 / SB111 (Budget Act of 2026): companion budget bills appropriating California’s federal Rural Health Transformation Program money through the Department of Health Care Access and Information, payable from the Federal Trust Fund — the June 26, 2026 author’s amendments raised the program’s state-operations appropriation (budget element 3861) from $11,396,000 to $18,764,000 and its local-assistance appropriation from $114,968,000 to $205,984,000, and authorized the Department to execute or amend Rural Health Transformation grants and contracts through June 30, 2028, including with a third-party nonprofit and exempt from standard state procurement review. Both bills were amended and re-referred to their fiscal committees on June 26, 2026 — Assembly Bill 111 to the Senate Budget and Fiscal Review Committee, Senate Bill 111 to the Assembly Budget Committee — and remain in the committee process.
